The “if” in verse 23 means what it says. Paul is directing the conscience of the hearer to their own profession. There are several similar “if”s in the New Testament
- Romans 11:18-23
- 1 Corinthians 15:2
- Galatians 3:1-5
- Philippians 2:14-16
The hope of the gospel in verse 23 is the same hope of glory in verse 27.
- The Lord is trying to establish souls in hope but the world, flesh, and the devil are keeping souls blinded from the hope of glory.
- Romans 5:2-5, 15:4, 13.
- 2 Corinthians 11:1-3
- 1 Thessalonians 3:11-13
Verse 23 says the scope of the gospel has already gone to every creature under heaven.
Verse 24 talks about the suffering Paul would endure for the gospel going to the Gentiles and the God’s dispensing of grace to help Paul succeed in the work he was called to.

Verse 25 makes clear that the dispensing of grace is for the purpose of fulfilling the word of God.
Verse 26 the mystery is no longer a mystery. It is made manifest in Christ.
